The relevant statutory and regulatory provisions with regard to Special Fund and Coal Workers’ Pneumoconiosis Fund liability are as follows:  KRS 342.120, .1241, .1242, .316, .732 and .792; and 803 KAR 25:009(7) and 803 KAR 25:120.
